Abstract:
This study highlights the importance of achieving balance in understanding women’s roles between positive incentives and negative interventions, and the direct implications of this balance on development and decision-making processes. The findings indicate that Arab women face intertwined challenges, particularly negative interventions that weaken their human, material, and moral capacities. Conversely, providing supportive incentives and resources strengthens women’s ability to perform their developmental and leadership roles effectively and sustainably. The research employed a descriptive-analytical method to examine women’s social, cultural, and legal roles, emphasizing their participatory contribution to achieving gender balance. The study concludes that empowering women through investing in their capacities and protecting them from negative interventions serves as an effective tool for realizing comprehensive development and for measuring societal progress.
